Raymond A. Phelps Jr. (Ray) 86 years old of Lake Oswego, OR, died on Wednesday, September 30, 2026. Ray was born on September 10, 1940, in St. Louis, MO to Raymond A. Phelps and Margaret Liberata (Whalen) Phelps.
Ray is survived by his wife Jane Frances (Sherman), his six children; Greg (Marlene) Phelps, Renee (Tom) Sexton, Janie (Kevin) Grant, Kim Hanon, John (Meghan) Phelps, Mimi Baumstark and his 14 grandchildren; Caroline Phelps (Gunnar) Resch, Kyle Phelps, Claire Sexton, Tommy Sexton, Patrick Sexton, Molly Grant, Paige Grant, Peter Hanon, Mick Hanon, Timmy Phelps, Patrick Phelps, Marli Phelps, Genevieve Phelps and Grant Baumstark.
Ray is preceded in death by his parents Raymond and Margaret Phelps and his brother Michael Phelps.
Ray was raised in St. Louis, MO where he graduated from CBC High School and St. Louis University (SLU). While at SLU, he was an active member of the Delta Sigma Phi fraternity. Ray met his wife Jane in St. Louis, where they were married in 1962. They would have celebrated 64 years of marriage this November. Ray and Jane left St. Louis in 1977 and moved their family to Lake Oswego, Oregon where they have lived now for 49 years. Ray was the Assistant to the Secretary of State/Director of Elections for the State of Oregon, worked at Oregon Metro and then finished his working career at Republic Services. Retired, Ray worked as a Marshall at Langdon Farms Golf Club and was an active member of the Wilsonville Chamber of Commerce. Ray loved spending time with his family, playing golf and cheering on his St. Louis Cardinals.
Ray will be dearly missed by all who knew him.
Visitation will be held at 9:00 am, with the rosary to begin at 9:40 am on Saturday, October 24, 2026, at Ste. Genevieve du Bois Catholic Church, 1575 N. Woodlawn Avenue, Warson Woods, MO.
Mass of Christian Burial will follow on Saturday, October 24, 2026, at 10:00 am, at Ste. Genevieve du Bois Catholic Church, 1575 N. Woodlawn Avenue, Warson Woods, MO 63122.
There will be a private family burial at Holy Cross Cemetery, 16200 Manchester Road, Wildwood, MO 63011.
In lieu of flowers, donations may be made to Make-A-Wish Foundation, March of Dimes and/or Cardinal Glennon Children’s Hospital of St. Louis, MO, in his honor.

Dear husband of 59 years to Eileen Bytnar; father of David (Andrea), Elizabeth, Laura (Jeff), and Dan (Dee); grandfather of Joseph (Mia), Paul, John, Ben, Nathan, and Mia; brother of Tom (Sue) and Mike (Joyce). He was preceded in death by his parents Joseph and Angeline and by his daughter Elizabeth.
Stan graduated from CBC High School and Washington University, served in the U.S. Army, and worked for McDonnell Douglas and Boeing as a mathematician. He enjoyed fishing and other outdoor activities with his family and friends.

A funeral Mass will be celebrated at Assumption Church in O'Fallon, MO at 10:30 am on Friday, March 13, 2026. Visitation will be held at the church from 9:30 am until time of Mass at 10:30 am. Burial will be in Resurrection Cemetery.
